I have an 66 johnson 3hp. I've dropped a new carb kit in it and new plugs, but can't get it to start. I have good spark and it will run if you squirt a little starting fluid into the air intake. It's not getting fuel... What gives?

I have a 1956 15hp Evinrude Fastwin that was given to me. I have restored the motor and recently purchased a tank from ebay. Being a newbie, I am not quite sure how to properly use the tank. What does the button labeled "A" do? If it primes the fuel line, I feel no resistance when I press the button. How do I check compression and go about starting this engine? Any help would be much appreciated. Sincerely, Russ
