The "A" button that you are pressing punps an initial shot of fuel up the line and into the carburetor. If you are not feeling any resistance, you probably have a leek in your fuel line or a gasket on the tank somewhere. I emptied my tank out last night and it was pure varnish with a lot of rust inside. I am converting to a pulse operated fuel pump so I can use the tanks on my newer Johnson/Evinrude motors.
