Does anyone know how to adjust the tiller steering tension, mine is too loose.

My 1991 70 Johnson starts up great, when I put it in gear and accelorate it dies on me unless I rev it up for 10-20 sec. This happens after it is stopped for 10 min. or 2 hrs. Any suggestions I could try before I bring it in to the shop? Thanks
