my 3hp johnson outboard will only rev out when i close fuel tap!carb problems? i also noticed every time i check spark plugs there is water in cylinders?

Hello, I just picked up a 1955 Johnson Seahorse (10 HP) QD-16. It needs a new tiller/throttle as the old one was taken off. Can I replace it with any Johnson tiller or do I specifically need the part for that 1955 model? Thanks.
