my 3hp johnson outboard will only rev out when i close fuel tap!carb problems? i also noticed every time i check spark plugs there is water in cylinders?

OMC used the same tiller handle for a wide range of motors. I was quoted $35 for one at my local boat salvage yard. If you are in the US, I know that Indianapolis Boat Salvage can ship you one.
