I rebuilt carb and cleaned fuel lines but I can't get the fuel to fall from the tank.I have pulled the shut off valve off still no fuel from tank. If any one could tell me what is happening or how to correct the problem I would be greatful.

The year is 1966. I would go with 24:1 OIL/GAS ration as my guess. You can't go wrong by having too much oil. I will find out for sure and get back with you.
