my 1959 evinrude became very stiff to pull and i discovered it was the shaft bushing in the foot. you have to remove the foot but not take the foot apart. romove the water pump and under the water pump is a shaft a few inches long. it has a spring inside to cushion any blows the prop may encounter. it should be in one piece. you could turn my prop in reverse and the spring would tighten but once you ran it forward it would bind the prop shaft and shut off. just something to check
