Pull the plugs and turn the flywheel with your hand.Should turn quite easily.While your at it check the compression.Should be close to 100 lbs and even.It will run on less but being even is important. If it still seems stiff remove the lower unit and see if it turns easier. You should replace the water pump anyway.
