The lower unit lube looks normal. Plugs look fouled probably from not running it enough to reach full temperature as you would if on a boat.If the exhaust cover was overheated enough to burn the paint off the motor would most likely be seized. My guess is the cover was changed or removed at some point. Do a compression check.Something close to 100 PSI and within 10% would be excellent. It will run on less but again within 10% cyl. to cyl. is important. Get yourself a service manual before doing anything with the motor.
